How many chances to catch a european ebay fraudster if I press charge?

I fell victim of the usual scam... bought a thing, paid through paypal, but then paypal wasn't able to recover my funds. I'm out 400 USD! What should i do? Could the police help me? Will they issue a warrant for him/her, so that would be arrested if trying to enter our beautiful (and lawful!) country? Europe sucks!

When you make a purchase out of the USA, there's nothing local law enforcement can do for you. Hopefully your paypal account was funded through your credit card. You can call your credit card company and advise that you want to file a dispute. If the sale was paid through your bank account, you're out the cash.
